With all due respect to Mr. Waller's "Washouts Happen" letter of Nov. 9, commenting on my letter of Nov. 2, I cannot comprehend his logic.
An Emergency Evacuation Route is mandated to be clear and passable in the event of a flood emergency. Approximately 200 families were stranded during the "washout" in violation of that mandate. An impervious road is illegal, and must be prevented.
