Replace tattered flags

There are many beautiful, brightly-colored flags flying in Jamestown by its residents and businesses.

However, there are two very faded and tattered flags at Ocean State Scuba and East Ferry Deli. This is against the regulations for displaying the flag and they should be replaced or removed completely.
