How underemployed do you need to be?

For years now, it has seemed that Jamestown employed a few more human control officers than the town’s population and civility required. Now they have gone and proven it.

How underemployed do you have to be crime-wise to go to the questionable ends of setting up a sting operation to quash the nefarious practice of not checking ID when selling a cigar?

Well, one lesson was learned. One local teenage stoolie learned that committing a crime does pay, as long as you do it for the police.
